Consultant for Hoa Phat Dung Quat 2 Iron and Steel Production Complex Project

The Union of Science and Technology Associations of Quang Ngai province held a seminar on consultation and criticism for the Hoa Phat Dung Quat 2 Iron and Steel Production Complex Project on the morning of March 24, 2021. 

Hoa Phat Dung Quat 2 Iron and Steel Production Complex Project is expected to be built on an area of ​​more than 283 hectares, located in 2 communes Binh Dong and Binh Thuan, Binh Son district, with a design capacity of 5.6 million tons of steel / year, total investment is about 62 trillion dong.

At that morning, Assoc.Prof. Dr. Tran Van Quang presented the situation of management and environmental pollution in this area more and more serious. The reason is that there exist two sides: objective and subjective. Objectivity is due to the too fast project implementation speed, leading to the Management not responding or keeping up with the speed of development; The scale of the project is large, the source of pollution is too much,… make it beyond the professional capacity. The subjective cause is due to being too serious, complying with regulations, processes and results of assessment and forecasts.

Regarding the market and the effectiveness of the project, experts also said that the plan presented in the report is the optimal market scenario.

However, to consider the economic efficiency in different conditions, it is recommended that the project additionally calculate the possible scenarios when the steel market fluctuates in a negative direction.

Faced with such situations and causes, two experts have given a number of recommendations to resolve and overcome the above current situation. Assoc.Prof.Dr Nguyen Lan said that it is necessary to manage and strengthen more capacity, coordinate and share information widely with the Management Board or specialized department with the participation of stakeholders; Strengthen the capacity of a specialized team. In terms of technique and technology, it is necessary to assess the current situation (real data instead of forecasts), analyze and concretize the cause; Building a modern and effective management model; The addition of project investment risk assessment and management will also help investors minimize losses.
